Growth Hub ESF Project Manager
Salary: £36,460 – £44,734
Full-time, 36.5 hours per week
Fixed Term Contract to Dec 2023
We are now seeking a Project Manager to oversee two ESF projects from the development and implementation phase to their successful conclusion in December 2023.
Since the Hub’s launch in December 2020, it has delivered exception results during the difficult pandemic times, ensuring hundreds of local businesses have been supported in achieving their skills priorities as part of their survival and recovery. This period has also seen the work of the Hub expand to respond to the challenges posed by the economic impact of the pandemic, this has included the Hub working closely with partners to deliver business-led Plan for Jobs interventions, with our Partner LEPs to build an on-line skills and jobs portal, with local authority partners to design financial incentives and Apprenticeship Levy programmes and designing programmes to support specific groups adversely affected.
We are now entering a phase where this success can be built upon to ensure the long-term recovery and growth of these businesses and extend the provision of the Hub to meet the skills needs of more businesses across the GBSLEP geography. To this end, GBSLEP has recently been successful in securing additional European Social Fund resources to expand the scope and remit of the Hub provision; this will include the appointment of more staff to meet business demand and the creation of specific initiatives to deliver the skills for growth required by businesses and communities across the GBS geography. We see such provision developing interventions to support specific employment and skills issues faced by BAME communities, graduates, older workers etc. while GBSLEP has identified the issues faced by young people as a key strategic priority coming out of the pandemic which will also be addressed through Hub activity; GBSLEP has also recently been successful in securing additional ESF resources to deliver a ‘Young Persons’ Jobs Fund’ to support this cause and this will also fall within the remit of the Hub to manage.
This role will be responsible for the development, operation, and compliant management of two new ESF projects in GBSLEP until December 2023. One project involves the delivery of skills, training, apprenticeship and inspiration support to SME’s via the ESF Skills Hub contract and the second ESF project provides a ‘jobs fund / wage incentive’ for employers (particularly SME’s) to create new job roles / apprenticeships and to recruit young people from Birmingham and Solihull who are Not in Employment, Education or Training (NEET) into their workforce for at least 12 months employment. The role will be responsible for the ‘safe management’ of the ESF contracts with the Managing Authority, so would have responsibility for overseeing effective ESF delivery, project outputs and results, finance, compliance, and evaluation.
Knowledge and understanding of apprenticeship and skills policy, processes, and funding as well as associated qualifications. Understanding of Local Enterprise Partnerships (LEPs) and other strategic bodies. Degree in relevant discipline or equivalent or substantial experience in related field.
Significant knowledge of project or programme management, particularly in a public sector funding environment.
